Definitely, Groups are the way to go, Hidden Groups, to define what you want a Group of Moderators to be able to do, or other classes of members. Then, assign members to that group. Once you get more than 50 members, it becomes too cumbersome to adjust permissions individually, for you must edit each member, and then go through the list of all forums for that member. You will quickly loose track of who is who in the zoo.
